Two companies planning to explore for oil in Peruvian rainforest have
revealed their sensitive plans to ‘communicate’ with the previously
uncontacted inhabitants using megaphones! In the past, oil company workers
in the Amazon region have been killed by isolated Indians. Despite this
risk to their own workers, and the equal danger of spreading fatal
diseases to the Indians, the companies – Barrett Resources of the US and
Repsol YPF of Spain – have refused to suspend their plans.

1) ROSSPORT SOLIDARITY DEMOS – 14.9.07 LEEDS, LONDON, BRISTOL, READING,

There were a series of demonstrations held in solidarity with the day of
action against Shell’s plans for a gas pipeline & refinery in Mayo,
Ireland.
In Rossport itself over 150 people occupied the refinery site.
Bristol Rising Tide held a solidarity demo at a Shell Garage in Eastville,
Bristol with leaflets and banners.

2) DIRECT ACTION IN BRISTOL – AUGUST/SEPTEMBER 2007
Activists in Bristol have been busy. Parts of three golf courses have been
dug up and the message "decadent waste of water" sprayed near a club
house. A mobile phone mast has been sabotaged. A non-passenger line which
transports cars and fossil fuel to the Midlands was cut three quarters of
the way through in two places and marked with high visibility paint. A
warning banner reading: "Stop: Trees on line" was fixed across the line
several hundred yards in front of this.
Also, within the last 6 months, the front tyres of forty 4x4s have been
punctured in and around Bristol.
Finally, a "corporate entertainment" company called 4-Play, which provides
off road driving for 4x4s in the south west, has had vehicles spray
painted with

"4-play – blow-job the planet".

5) FEDERAL COURT BLOCKS SHELLS ARCTIC DRILLING – 14.9.07
A federal court has denied Shell’s latest request to lift an order
blocking the company’s Arctic Ocean drilling. This ruling likely dooms the
Dutch oil giant’s drilling plans, at least for this year.

6) BANK PULLS SAKHALIN-2 FUNDING – 15.8.07
The European Bank of Reconstruction and Development has decided to pull
its funding for the $20-plus billion Sakhalin-2 liquefied natural gas
project, located in Russia’s Far East.
Since January, EBRD and the Sakhalin Energy shareholders (Gazprom, Royal
Dutch Shell, Mitsui and Mitsubishi) have held talks over the project’s
finance. EBRD cut off discussions in favour of financing other projects,
such as those that promote sustainable energy.

7) PROTEST AS RDA HOLDS "FLOOD SUMMIT" AT AIRPORT – 3.9.07 DONCASTER, YORKS.
Yorkshire Forward (Regional Development Agency) held an outrageous "Flood
Summit" at Finningley airport. Local people visited with pop-up tents and
banners to leaflet the conference’s participants and hold alternative
workshops highlighting the link between aviation growth and worsening
climate change.
The conference was intended to congratulate the RDA on their response to
the recent floods. The choice of venue shows just how out of touch with
reality these half-wits are.

8) COAL ACTIONS IN AUSTRALIA – 2/3.9.07
On the 2nd September, twelve Greenpeace activists were arrested at the
world’s biggest coal port at Newcastle, 160km north of Sydney, after
painting the message "Australia Pushing Export Coal" on the side of a coal
ship and unfurling a large banner in Chinese calling on China to be
cautious of John Howard and George Bush’s attempts to sabotage Kyoto. The
protest comes at the start of the 2007 APEC (Asia Pacific Economic
Cooperation) forum meeting being hosted by Australia.

The following day activists locked themselves on to a coal conveyor belt,
forcing the shut-down of a generator and halving production from
Victoria’s biggest coal fired power station.

series of coordinated protests against heavy industrialisation. This is

Camp Hope – 20/21st October vs Gloucestershire Airport expansion

Camp For Hope At Staverton Airport, Gloucestershire 20/21st October. Inspired by the Camp for Climate Action 2007 activists and local residents are organising a camp to protest the expansion of Gloucestershire Airport at Staverton. “Camp Hope” will take place at a secret location near the airport on the 20/21 October.

Location is near the airport and to be announced on our website on the evening of 19th October.

Staverton Airport want to extend their runway and increase services. The extra noise and fumes will damage the local environment and the huge amounts of CO2 will add to global warming.

We need to put our children’s future and the environment before the profits of an airport.

Camp Combats Corporate Climate Crimes
This year’s Camp for Climate Action was held on squatted land at Heathrow, the world’s busiest airport & a bigger source of CO2 emissions than most countries. The squatted land along with the nearby village of Sipson are planned to be turned into Heathrow’s 3rd runway, destroying over 700 homes. Despite press squealing from BAA that the camp would target hard-working families going on their summer holidays, a report in 2003 showed that 96% of Heathrow’s passengers were from socio-economic categories A, B & C1. At Stansted, where low cost carriers account for nearly all the flights, the average annual household income of passengers exceeds £51,000. The most recent figures show that 4.5% of the population take 44% of all flights. The core of the problem isn’t working class families flying to Greece every couple of years, it’s the rich jetting off to Paris or Manchester (the two most popular destination from Heathrow) five times a week.
Around 1000 people arrived at the camp to get involved in a week of self-organisation & direct action. Within a couple of days an empty field was turned into an autonomous community powered by the wind & sun. Over 1,800 police were mobilised to monitor the protests including the FIT political police (who have a pathological hatred of protesters) all of whom did their best to bully & intimidate everyone as much as possible. Experienced activists & local residents combined to struggle against continual police harassment, while at the same time the camp soon became the centre of a media frenzy. This resulted in huge press coverage worldwide, although much of it was nonsense – there was even talk of anarchists ‘infiltrating’ the site when we’d set it up!
The focus of the direct actions was the corporations promoting air travel. Although we all need to make changes to avoid ecological destruction the major problem is capitalism & the corporations that profit from aviation & who are pushing for its expansion despite the deadly threat of climate chaos. The actions were numerous & effective, with targets including the offices of Leeds Airport, carbon offsetting companies, private charter company XL (contracted to the Home Office to deport rejected asylum seekers, – climate change refuges now outnumber people displaced by conflict), as well as Carmel Agrexco’s Heathrow warehouse (where produce is air freighted in from territories occupied by Israel). Blockades were held at BP headquarters, BA world cargo depot, World Freight Centre at Heathrow, nuclear power stations, Farnborough & Biggin Hill private airports, while others chained shut the doors of 6 travel agencies in London. The target of the mass action was BAA headquarters, as they’re the ones in charge of Britain’s fastest growing contributor to climate chaos: Heathrow Airport. About 300 people went on foot cross-country, while another group of about 100 people made it to BAA by road & shut it down for 24 hours.
The climate camp was a glimpse of the ideas we create & actions we can take when we get together & work collectively. It is just a tiny part of what we need to be doing to tackle climate chaos with people leaving inspired & hopeful for the future. The Great Recycling Swindle!
Recycling industry insiders have told us that Cardiff residents’ waste, which is picked up all in one bag without being separated, ends up far too mixed & contaminated to be recycled effectively. The situation is the same in most UK towns. Much of it is sold on to waste dealers who export it halfway across the world to Indonesia, India & China, burning tonnes of carbon dioxide to dump rubbish on poorer people in the global South.
Our waste should be recycled separately by operations in the UK, but because it is collected mixed together in one bag, paper mills, plastics, & glass handlers find it impossible to work with. Many UK paper mills have had to close down because councils are too short-sighted to implement proper recycling schemes to provide them with clean materials.
One insider told us: “Cardiff Council will claim that it sends its paper to the paper mill at Ayelsford in Kent to be recycled. But none of the kerbside recycling from Cardiff gets there. By the time it’s been picked up & taken to the central depot it’s been contaminated by broken glass & other materials, & it’s mostly unusable. I know this because I’ve been speaking to people at the paper mills. I don’t know exactly where it gets sent, but it stands to reason that if the UK recyclers are refusing it, it’ll be sold by middle-men to the big dealers in the Far East.”
Another industry expert, who also prefers to remain anonymous, told us that lots of our waste ends up in the global South where it is picked over by poor labourers in dangerous & unsanitary conditions. “There are containers full of mixed materials illegally exported to developing countries where health & safety is not a consideration & where children sift through what we would call landfill sites. I’ve heard rumours that Cardiff’s so-called recycled waste gets sent to Indonesia, but only a few people know for sure. They don’t want to broadcast it”.
Cardiff Council only recently opened the expensive recycling ‘sorting’ facility at Lamby Way. One source told us, “Lamby Way is a complete disaster. All it produces is low-grade contaminated waste that’s next to useless. That place was a total waste of money”.
Another told us that big & costly separating plants like Lamby Way wouldn’t be necessary if the public were asked to do the job in the home, or if collectors separated on collection. “Getting individuals separating waste in the home is not difficult – it’s common practice in other European countries like Germany, & it’s also done in Newport!”
One big difference in the Newport recycling method, apart from separating waste at source, not exporting it & actually recycling it, is it isn’t run by the council, it’s run by a community group! Check out: http://www.realrecycling.org.uk & http://www.wastesavers.co.uk

Cardiff incinerator
Politicians have a approved plans to build a massive incinerator in Cardiff Bay in the site of the former Nippon Electrical Glass factory. The companies who plan to build this monster claim it will not only dispose of our rubbish, but that the heat it produces will be used to generate electricity.
At first glance this may seem like a green & sustainable solution to the problem of what to do with waste. It is nothing of the sort.
Incinerators burn paper & plastics that could be recycled & re-used. Far from being an environmentally friendly way of dealing with our mountains of rubbish, simply burning them ends up perpetuating our use of plastics, which are made from oil, a fossil fuel that’s gonna run out in the very near future.
Instead of building facilities like this, we need to start building proper local recycling facilities, while going about changing the way we consume non-renewable materials like plastic. Rather than hoping our waste problems will go away in a puff of smoke we need to seriously start to reduce, re-use, & recycle!

Gas Pipeline Sabotaged
Protesters have sabotaged the controversial liquefied natural gas (LNG) pipeline, causing significant damage both to the pipe itself & works vehicles. Meanwhile, National Grid is considering building a 2nd ecologically damaging gas pipeline across Wales.
The Brecon Beacons gas pipeline works were sabotaged during the night to coincide with the Camp for Climate Action. A small team bypassed security & rendered immobile a total of 11 machines including tipper trucks & excavators. Major engine & hydraulic components were destroyed & the pipeline itself was holed in several places.
The first pipeline, which will transport LNG from Milford Haven to Gloucestershire has already cut a huge swathe through the Welsh countryside. When activated it will transport dangerous highly pressurised gas through towns & villages, often running just metres from schools, homes & public buildings. Direct action by climate change protesters has already significantly delayed progress on the first pipe, & National Grid has spent thousands evicting several camps along the way. Due to a combination of determined protests & harsh terrain the first pipe is badly behind schedule. The company will be fined if they don’t complete on time, so they’re spending more & more cash to catch up. Protesters have vowed to resist a 2nd pipeline as strongly as the 1st.

GOwer residents Oppose Dredging
Dredging is already having catastrophic effects on South Wales’ beaches. Now companies are looking to double the amount of sand they can take from the sea off the coast.
The companies – Hanson, United Marine Dredging & CEMEX UK – have a licence to remove up to 900,000 tonnes every year until 2010 from Nash Bank, off Porthcawl, where there has already been significant beach erosion. They are now seeking permission from the Welsh Assembly to dredge up to 1.8m tonnes a year from a new location south of Carmarthen Bay & west of Gower. If this carries on the coast will lose its beaches altogether, & an already fragile ecosystem will be destroyed.
Last week Minister for Environment, ‘Sustainability’(!) & Housing Jane Davidson gave the go-ahead for ‘Llanelli Sand Dredging Ltd’ to conduct more dredging off Gower despite a 30,000 signature petition of opposition to it. Check out: http://www.gower-sos.com

Watching the detectives
FIT are police ‘forward intelligence’ teams that film & harass protesters. It has become normal to see these specialist police teams at all sorts of political meetings & events. The fact that it is now a normal occurrence does not make it right.
The first FITWATCH action was when FIT were attempting to film people attending a meeting about the DSEi arms fair. Having asked the police to stop photographing people who did not wish to be photographed two activists used pieces of cardboard to obstruct the view of the camera, stopping the police from taking footage. The police used physical force to keep the activists away from the camera, & then arrested both of them for obstructing a police officer in the course of his duty. They will be on trial at Highbury Corner Magistrates Court on the 9th October 2007. All supporters welcome!
This trial will be the first test of whether FIT have a legal right to intimidate, harass, photograph & collect data on people attending political meetings.
“It is not acceptable for the police to be compiling data on people attending a political meeting,” said Val Swain, one of the defendants. “We are not supposed to be living in a totalitarian society where police can hold data on people just because of their political views. The police behave in a very intimidating manner, forcing people to ‘run the gauntlet’ of camera flashguns & police scrutiny simply to attend a meeting. I believe that in acting the way that they do, the police are acting unlawfully & this trial will attempt to hold them to account.” Check out: http://www.fitwatch.blogspot.com

Stop the st athan murder academy
On 23rd August, anti-militarists including South Wales Anarchists visited RAF St Athan, to oppose its planned expansion into an international training complex. The development, costing £14 billion, will be privately operated for the benefit of the entire British armed forces & allies. The ‘St Athan Defence Academy’ headed by the Metrix Consortium, & run in partnership with City & Guilds, Laing O’Rourke, Raytheon, & Open University will be operational by 2013.
The Welsh Assembly has forced this deal through with no public discussion, focussing on the supposed ‘economic benefits’, including new jobs for local people. Despite figures of 5000 being toted the vast majority will be re-located specialist personnel, there are only a few hundred low paid service jobs for local people (see Gagged #16).

Prison isn’t working so why build more?
As part of the Home Office’s plans for 10,000 new prison places in the next 2 years, privately run Parc Prison in Bridgend is to raise its number of inmates by more than a third to over 1,500, & a new jail in North Wales is proposed. The Probation Service is concerned by the costs of expansion & suggested there should be a debate about prison population.
No debate is needed. Prisons are a failure. Overcrowding is huge, more than half of all prisoners have mental health problems, while suicide & self-harm are rife. The number of innocent prisoners in the UK – victims of miscarriages of justice – is highly disputed but some claim it is as high as 3,000 ( http://www.portia.org). Despite the rhetoric, prison does not rehabilitate as it’s not designed to: re-offending rates are 70% for some categories. Inmates are forced to work for peanuts for private companies who make huge profits out of prison slavery ( http://www.againstprisonslavery.org). The fact is prisons do nothing to address the number 1 cause of crime: massive inequality between the rich & the poor.

Disarm the D.S.E.i. arms Fair
The world’s biggest arms fair opens for business on 11th September. Defence Systems Exhibition International comes to London docklands every 2 years, along with warships, fighter planes, corrupt arms dealers & military dictators. For these businesses world conflict is successful capitalism. They are responsible for the fighter jets & bombers that have terrorised Baghdad, South Lebanon & Palestine. All for profit.
A day of action is planned on the 11th September. Further actions will take place later in the week when the arms traders celebrate their deals with dinner at a posh hotel. Welsh Republican Army threaten Charlie
A paramilitary group calling itself the Welsh Republican Army contacted a newspaper with threats to target Prince Charles if he doesn’t quit his estate near Llandovery & give up the title ‘Prince of Wales’.
“If he [Charles] continues to live here & continues to hold the title Prince of Wales, he continues to be a legitimate target for Republican action. The WRA’s primary objective is to establish a Welsh socialist republic & free Cymru from its shackles. We will continue to oppose the British state’s domination & rule of our country”.
We understand their feelings about Charlie, but as good as getting rid of royalty & the British state would be, Welsh politicians ain’t any better. We need a more fundamental change than moving parliament to Cardiff. The idea that independence would be a step closer to a more just, libertarian society doesn’t add up. Mind you their slogan “We shall see the last English Prince strangled with the entrails of the last capitalist” is a cracker!

End deportations & shut detention prisons
On 28th August members of the Congolese Community of Wales & supporters from No Borders demonstrated outside the Home Office against the deportation of Congolese asylum seekers. Despite Foreign Office advice to British nationals “not to travel at all” to eastern & north-eastern DRC & against “all but essential travel” to the rest of the country as it is deemed “too unstable,” the Home Office continues to deport Congolese asylum seekers, including children born here.
From September 19th – 24th there will be a No Border camp near Gatwick, next to the planned site of a new detention prison. The camp will be an opportunity to stop the building of the detention centre & to share ideas on how to fight against migration controls. There is transport organised from Cardiff to the camp. 2 more polluting power stations?
Fossil fuel pushers at Npower have signed a deal to build a massive gas power station in Pembrokeshire, & serial polluters Severn Power have just had the go-ahead to build a second gas power station in Newport.
Both stations will be ecologically damaging & will waste hundreds of millions of pounds – money that could be spent on small-scale sustainable electricity generation using tidal, wind, & solar power. The move has been welcomed by carbon dinosaurs at Pembrokeshire & Newport councils, who say the stations will provide much-needed jobs. However, most of the jobs created will be filled by highly trained workers from outside our local communities, leaving only short-term construction jobs & low-skill low-wage positions for local people.
Both companies try to sell the use of gas as a clean alternative to coal & nuclear power, but in fact gas is just another fossil fuel adding to runaway climate change.

Picket Lines
At the beginning of August Lloyds TSB, the UK’s 5th largest bank, reported half-year profits of £2bn, up 15% on last year. Despite these profits, workers for Lloyds TSB in Cardiff will be amongst 550 made redundant across the UK as a result of the closure of more than 30 Cheltenham & Gloucester branches (which Lloyds bought in 1995) & moving IT jobs to countries where they can pay even lower wages.

The disabled employment service ‘Remploy’ is closing down it’s factories, in Aberdare, Abertillery, Bridgend, Brynamman, Treforest, Wrexham & Ystradgynlais making 465 people unemployed. Demonstrations have already happened in Wrexham & there will be more at the Swansea Shared Service Centre on 11 September, Bridgend, Treforest, Aberdare & Port Talbot on 12 September & Brynamman, Ystradgynlais & Abertillery on 13 September.

During the Camp for Climate Action, workers at Cargo company Nippon Express, Heathrow held a 48-hour strike against a new work regime, which would, amongst other things, see them working 25% longer hours for no extra pay & mean a £1265 pay cut for many of them. Many climate campers showed solidarity with them by visiting the picket line during this period & likewise some of the workers visited the camp. It’s not hard to see the link between these two struggles – capitalism & its insatiable drive for profit which is put above the needs of people & planet. It’s only by working to destroy capitalism that we will be able to end worker exploitation & climate chaos, & build a free world in harmony with our environment.

Prison officers in Wales & England staged a surprise strike over pay on 29th August, breaching the 1994 ban on strike action. Prison officers are clearly very confident. It is unthinkable that the government would cut back on prison officers while prison numbers grow. It’s definitely a growth industry, which gives them industrial leverage that just wouldn’t be available in other sectors. They received support from the Police Federation with threats that the police could consider following suit. More money for screws & cops? Forgive us if we are less than enthusiastic!! We suggest that they all think about making drastic career changes. Or jump off the nearest tall building….

Following Council workers rejection of a pay offer earlier this year, the employers made an improved offer, breaking Gordon Brown’s 2% public sector pay limit; 2.475% & a new minimum rate of £6 per hour. On 4th September UNISON’s National Executive decided to reject this offer & is proceeding to ballot for industrial action. As we go to press the GMB are consulting all members by post to decide if they will be balloting for strike action.

Yet more sexual abuse in custody
A North Wales police detective has been suspended amid allegations of sexual assault & misconduct in public office. He has not yet been arrested or charged. It is thought the allegations may have been made by a female who had been in custody.

They do like to be beside the seaside!
Gwent cops are being investigated for taking trips to the beach when they should have been on duty. Only coming a cropper when they got a flat tyre in England & had to call for assistance! It’s claimed cops competed to see who could get furthest away from their Blackwood patrol area. Up to four officers allegedly took trips to places like Barry Island & Porthcawl.

Speeding cops caught out
It has been revealed that 20 South Wales police officers have been caught speeding on traffic cameras. Only 4 of them were prosecuted, with 3 cases still ongoing. In another case a Mid-Wales detective, Ashley Brice, got away with a fine & a 12-month ban after being found guilty of dangerous driving that caused the death of another driver in 2005.

Yet another death in custody
Recalled to prison after breaching parole, David King, 41, was discovered hanging in his cell by staff at Swansea jail on August 11th & pronounced dead.
It was the 57th suicide in jails in Wales & England so far this year, compared with 41 at the same point last year. Almost one third of suicides occur within the first week of jail. Many happen while people are on remand, not even convicted of a crime.

Metropolitan FIT police on holiday
FIT Officer LX365 – Ian Skivens was in attendance at a small demo outside the St. Athan RAF base on Thursday 23rd August with a photographer from Staffordshire police. When asked what he was doing such a long way from home, Ian said he was there to “check out how other UK forces deal with protests, nothing more sinister than that”. The Met already consider themselves head of a national police force.

Stun guns for welsh cops
Gwent & North Wales Police are now to be armed with 50,000-volt taser weapons. Until now Tasers have only been issued to police firearms units. Over 220 people have died after being shot with Tasers in the US since 2001.

Fine for being run over
A police car swerved off the road in Beddau, & ran over Daniel Horne’s foot.
“The police car came on to the pavement, hit my right leg & I fell over – with my foot being crushed under the front wheel.”
Instead of an apology he got an £80 fine – stating: “You ran into the nearside front wing of a marked police vehicle causing a dent.” He’s unable to work & plans to sue.

Shocking Behaviour from Bath’s Authorities

Bath has just been given the honour of hosting the dress rehearsal of the cops’ latest torture techniques. Starting in September, Bath cops will be tooled up with tazer guns capable of delivering a 50,000 volt shock as part of a one-year trial. If the trial is deemed a success (if enough of us get zapped!), the weapons look set to be thrown out to any cop nationwide who wants one.

This move spells disaster for us, as the Metropolitan police, the most armed force in the country, have already shown remarkable skill in murdering and wounding innocent bystanders (see Jean Charles De Menezes – a Brazilian electrician murdered on the London underground for looking “a little bit brown”). Even without these new weapons, in 2006, cops managed to kill 63 people in custody, not counting suicides – a statistic which looks set to rise this year. Will extra weaponry stop crime and terrorism? Have any of the wave of repressive measures introduced by the government in recent years stopped crime and terrorism? It is the oppressive, unfair way the system works that creates crime, and the average copper is just as much a victim of
the system as anyone else, but we can’t cure this violent society with more violence. In this journalist’s opinion, the cops at the top need to start putting more time and effort into stopping muggers and rapists and less into compensating for their collective ‘small man’ complex with big toys! In the meantime – let’s make sure it’s the cops who get a nasty shock, not us!

FCK KFC

There is an area of Southgate that the bulldozers have sadly not yet claimed. KFC have been the centre of controversy in recent years because their chickens are sourced from factory-farms. Factory farmed chickens are kept in extremely cramped conditions which can cause them to suffer from broken bones. They suffer from brittle bones because the fattest birds are often chosen for breeding to maximise meat production. When animals are crowded and irritated they are likely to be aggressive, and due to lack of exercise hens have been known to injure each other. PETA and other animal rights organisations claim that the recommendations of the so-called KFC ‘Animal Welfare Advisory Council’ have been ignored and that, because of this, five members of the council have resigned. Adele Douglass, a former member of the council, claims that KFC “never had any meetings. They never asked any advice, and then they touted to the press that they had this animal-welfare advisory committee. I felt like I was being used.” KFC also allegedly buy chickens that have been fed on soya from the Amazon. After a successful campaign by Greenpeace many food chains have promised not to use soya grown illegally in the rainforest, yet Greenpeace say that KFC have completely refused to discuss their role in Amazon destruction.

If you reckon their outdated practices should kick the bucket, join the boycott outside the Bath restaurant on Saturday the 8th September at 12.30 – bring banners, placards and friends!

Carry on Camping

And now some breaking news from our Heathrow correspondent: “On the 14th August, I went deep undercover to infiltrate the Camp for Climate Action, just north of Heathrow. Smuggling myself in inside a wheelie bin, I waited till I got towed to camp, disguised as an undercover reporter disguised as a protester. However, when I got there, I found no eco-terrorist mastermind cell. Neither were there any suspicious packages. All I could spy was a tent village housing around 1,000 campers demonstrating low-impact living, powered by wind, solar and pedal power. Meals were communal affairs, locally-produced and organic. Meetings too were communal, run without leaders, as well as debates and workshops – covering everything from law, to agriculture, to foraging, to electrics. Jobs on the camp were dished out voluntarily, whether cleaning out the compost loos, child minding, or meeting and greeting newcomers. Local villagers (more than 1,100 nearby homes being under threat from Heathrow) eagerly joined in. Despite over-zealous policing, the protests went off to great effect – shutting down executive flights, freight depots, and even BAA’s HQ, with a 24 hour slumber party! Carbon trading companies were also targeted, accused of peddling dubious science. All in all, this second annual climate camp proved an inspiring event for many, and next year should be even better. But, unfortunately for the gutter press, there wasn’t a bomb-wielding extremist in sight.”

Killers in our Communities!

On a recent trawl through the murky world of the arms trade (inspired by the upcoming DSEI arms fair taking place in London on the 11th of September), the Bath Bomb uncovered an uncomfortable truth – Bath is home to at least two arms companies. We have BMT on Lower Bristol Road, who are in the charming business of selling warships and nuclear-capacity submarines to any maniac with enough cash, and Horstman Defence Systems on Locksbrook Road, who make trigger mechs and the wheely bits for tanks and other armoured vehicles. In this climate of international conflict, attacking the arms trade has never been more timely. While the rich make a killing from the arms trade, and we simply get killed, it seems to us at the Bath Bomb that the thing that divides us isn’t race or nationality, but class. The rich profit from wars – from the arms company who sells weapons, to the government that plunders the losing country to the companies that move in afterwards to pick the bones, while average people the world over get slaughtered and exploited by the whole process from factory floor to battlefield. Both of our local companies will be displaying at DSEI, selling to corrupt governments
such as Zimbabwe, Indonesia, Israel and the US. The Only Good Border is a Text Border

Back in mid-August, the Cinnamon restaurant in Keynsham was raided by BIA [Border and Immigration Agency] heavies, who arrested four members of staff. These so-called ‘illegal workers’ are from Bangladesh, a country where political murder is rife, and floods are an ever-increasing hazard. Whilst the restaurant is currently struggling to find staff bi-lingual in English and Bengali, BIA jobsworths claim the men lacked the correct papers. But who cares about silly little things like papers? Whilst the dignity and wealth of Bangladesh is drained by Western companies in the Export Processing Zones, some people are forced to move on just to survive. No one in their right mind would abandon their home and heritage lightly, risking their lives in border crossings, just to settle for Britain. Whilst asylum applications are being processed, refugees are forbidden to work, expected to make do on £36.54 a week. Their only option is to try and find work in low-paying, often degrading jobs, whilst avoiding discovery, racist violence and deportation.

Are you bored of immigration control and nanny state fascism? If so, why not come along to the UK’s first ever ‘No Border Camp’ near Gatwick! From the 19th to the 24th of September, people will gather to fight the building of a new detention centre, as well as other kinds of state control, such as ID cards and constant surveillance. At this camp, no one is illegal, and all forms of division will be challenged: racism, sexism and homophobia. In a world without borders, nobody will ask for papers anymore.

1) CLIMATE CAMP – 11-21.8.07 Heathrow and nationwide.
The focus of the Camp was on direct action and there was a glut of actions that soon spread nationwide. However, the anarchic eco-village experiment was also a huge success, and the information exchange was incredible. New solutions were being proposed to tackle climate chaos and there was quiet optimism, wild celebratory resistance and of course a fair smattering of grim resolve. Rising Tide groups were very well represented at the Camp.
> From direct action to communication, from soul singing to giving workshops, from the media to the toilets – we were there! We also had the opportunity to talk about the RT UK network and encourage others to dip
their toes… The actions themselves targeted the corporations who profit from climate chaos.
Here is a brief resume:
13.8.07 – A group of activists set up a climate camp on the wing of an Airbus A380 on its way to be assembled in France.
16.8.07 – Farnborough and Biggin Hill airports, both exclusively used by private executive jets, were blockaded by two teams of climate activists.
17.8.07 – The doors of six London travel agencies were chained shut and plastered with signs saying ‘Closed, gone to the Climate Camp.’ Ten people occupied the office of private charter company XL. Activists super-glued
themselves to the front doors of the Department for Transport’s London headquarters. A tourist joined the protest and chained himself to the doors!
18.8.07 – Children and their parents blockade the World Freight Centre at Heathrow. 60 people occupied Carmel Agrexco’s Heathrow warehouse.
19.8.07 – A noisy and joyous kid’s and local peoples’ march headed to Harmondsworth village via the threatened village of Sipson.. Elsewhere, protesters broke free of mounted police wearing copies of the Tyndall
Report on their hands and carried a banner reading, ‘We are armed…only with peer-reviewed science’. Late on Sunday evening, BA World Cargo depot was blockaded for about four and a half hours by eight protestors locked
to eachother. The day also saw the start of a BAA national HQ blockade, Cardiff banner solidarity, Norwich Airport solidarity demo, and a clown visit to Heathrow.
20.8.07 – Carbon offset companies targeted by protesters dressed as red herrings. Fifteen occupied the offices of Climate Care in Oxford. Ten leafleted the offices of the Carbon Neutral Company in London. Five
protesters locked-on outside Sizewell A and B nuclear power stations, saying ‘Nuclear power is not the answer to climate chaos.’ Twelve protesters super-glued themselves to the entrance at BP headquarters. Eighteen protesters occupied the office of the owners of Leeds airport, Bridgepoint Capital, on Warwick Street in London. Meanwhile, the mass siege of BAA national headquarters forced its closure for the day. Also today; Newcastle solidarity demo, Tyneside Esso banner drop, a Trafalgar Square fountain action, clowns mark out runway in Clive Soley (boss of ‘Future Heathrow’)’s garden…
21.8.07 – Climate camp activists targeted Stansted Airport in an increasing wave of activity. Leaflets were handed out and a slogan attached to a wall on a main entrance/exit.

2) PIXIES IN THE PIPELINE – During The Week of Climate Action.
The Brecon Beacons gas pipeline works were sabotaged during a night action as part of the week of action against climate change and in defence of the earth. A small team bypassed the poor security and immobilised a total of 11 machines including tipper trucks and excavators! The pipe itself was holed in several places. The pipeline is destroying natural habitats in order to supply a fuel that we cannot burn if the life on this planet is to survive.

3) ACTION IN THE LEAD UP TO THE CAMP – JULY/AUGUST ‘07
28.7.07 – Oxford Climate Campers took over Carfax Tower and dropped a banner satirising the Oxford City Council logo and promoting the Camp for Climate Action.
3.8.07 – A 16 metre-long banner was dropped from the Edinburgh Crags to promote Climate Camp. The banner read ‘This planet has no emergency exits’, and then gave the website for the climate camp
10.8.07 – A spoof demo at Bristol International Airport attracted lots of media attention as Sleazy-jet and Fry-in-air dropped by (before cycling to Heathrow).

5) CONVERGENCE FOR CLIMATE ACTION, USA. – 8-14.8.07
Just prior to the Heathrow camp, Rising Tide North America hosted two Climate Convergences in The States. Over 400 people gathered for the West Coast Convergence for Climate Action in Washington. Participants took part
in nearly 100 workshops and two days of direct action including a lock down in front of the PacifiCorp building in Portland, to demand that the company shut down the four dams it operates on the Klamath river and
stop developing coal fire power plants. Meanwhile, at the Southeast Convergence for Climate Action in Asheville, activists took direct action against Bank of America regarding their many investments in climate injustice. They locked-on and blockaded the entrance successfully. Four activists were later arrested.

It is reported that plans to build a massive South American gas pipeline through the Amazon rainforest, from the Caribbean to Brazil have “cooled off”. 75,765 protest emails have been sent in nearly a year, along with

10) EVICTION THREAT AT ROSSPORT, Co MAYO – 31.7.07
After over eighteen months of providing a base for activists supporting the local Shell to Sea campaign, the Rossport Solidarity Camp was recently served notice to quit by Mayo County Council. It seems no coincidence
that the council’s moves to evict the camp come at a time when Shell has been extensively surveying the estuary that runs alongside the camp in preparation for pipeline development.

12) ELF ACTION IN SOLIDARITY WITH SAVING ICELAND – 30.7.07
Saboteurs struck at Smurfit Kappa, a plastics factory owned by Rio Tinto-Alcan in Chelmsford, Essex. The gates were locked shut, office doors and loading bays were sabotaged with glue and a message left painted on the wall. Vehicles belonging to Rio Tinto were also sabotaged. Rio Tinto, which has recently acquired the business have appalling environmental and human rights records. Its recent acquisition of Alcan makes it party to the greatest ecological crime currently being committed in Europe. It is looking to turn Iceland’s wildernesses into a series of monolithic power stations to power aluminium smelters; one of the most polluting and energy
intensive industries in the world.

14) ARRESTS AT TARA – 18.7.07
Four Hill of Tara protesters have been jailed for a week after they refused to comply with bail conditions requiring them to stay away from the site of the M3 motorway. The four were among a group of seven who
were charged with public order offences following clashes with security and construction workers. A number of the protesters were injured when security contractors dragged them away from machinery. The Gardai at the
sites did nothing to protect the peaceful protesters from being assaulted. Tara support is critically needed. The EU told Ireland to stop building in June and is taking the Irish govt. to court on Aug 29th. “It it is only £15 on coach to Dublin. 7 euro bus to Tara. Even a few days and a few people will make all the difference.”

15) ROADBUILDING IN THE NEWS – JULY/AUGUST ‘07
Road building has been in the news a lot recently. The Guardian wrote about the massive cost of the proposed M6 widening which at £2.9 billion works out to be £1,000 per inch! This was picked up by The Mirror and
The Mail. Then the M1 came under the spotlight when The Guardian revealed that the Government was planning to add not two but four new lanes to the M1 – creating a 10-lane superhighway. Next came the New Statesman cover story. This article exposed the flaws in the DfT’s decision-making structures that result in road schemes always being seen to make economic sense. This is one of the strongest attacks on the DfT’s appraisal system ever written and is essential reading for roads campaigners.

16) BP PLEDGES TO AVOID INCREASED POLLUTION INTO LAKE MICHIGAN – 23.8.07
Citing “ongoing regional opposition”, BP America Chairman and President Bob Malone has announced that the company will avoid any increased pollution into Lake Michigan from its oil refinery in Whiting, Indiana.
Good old BP, eh? However, BP still holds its permit to increase pollution and we need to make sure that today’s promise is set in stone. BP should apply for a new discharge permit that doesn’t allow for any increase in ammonia or toxic suspended solids.

17) STOCKHOLM 4×4 STRIKES – 6.8.07
A newly formed activist group, calling itself The Indians of the Concrete Jungle, has struck repeatedly against 4×4’s in the centre of Stockholm over the last weeks. Some 110 have been temporarily disarmed. The
activists unscrew the cap of the valve, insert a grain of gravel or stone in it, and screw it back on leaving a letter to the owner on the windscreen wherein the action is explained. Three Indians have been nabbed by the police and face various criminal charges. 18) SWEDISH CLIMATE ACTION ROUND-UP – APRIL/JUNE 07
14 April: Climax is formed as a network of climate activists, after a group of ten seizes the runway at Bromma Airport in Stockholm for 30 minutes. Trials are pending.
11 May: The entrance to a travel agency in the city of Stockholm was blocked, when activists from Climax unloaded sand in front of it, revealing to the customers what Botswana will become in a few decades.
26 May: The most heavily trafficked highway bridge in Sweden’s fourth city, was blocked for 30 minutes during rush hour.
1 June: Outside the entrance to Sweden’s major daily newspaper, a group of activists from Climax unloaded coal and swept it under a rug, dressed as the editors of the paper. The paper promotes carbon offsetting as a
solution.
8 June: A street at a central square in Stockholm, was blocked for one hour by activists from Climax, preventing cars from coming through. Cookies were handed out to subway passengers and bike riders in the
vicinity.

19) SHELL OIL PLANS HALTED – 21.7.07, ALASKA
Shell Offshore Inc. plans to drill several exploratory oil wells in the Beaufort Sea were halted by the US Court of Appeals. The proposed wells were sited in the middle of the bowhead whale migration corridor.

3rd September – Yorkshire Forward, the Regional Development Agency which has become famous for starving grass-roots community intiatives of funds whilst giving millions to big business, held an outrageous “Flood Summit” at Finninley airport today. Local people visited with pop-up tents and banners, including one which read “flying costs the earth”. The intention was to leaflet the conference’s participants and hold alternative workshops highlighting the link between aviation growth and worsening climate change.

The intention was to leaflet the conference’s participants and hold alternative workshops highlighting the link between aviation growth and worsening climate change.

The conference was intended as a blatant pat on the back for Yorkshire Forward’s response to the recent floods. The choice of venue, Finningley “Robin Hood” airport near Doncaster, show just how out of touch with reality these half-wits are. Finningley is already a major contributor to climate change, and also the recipient of over £5 million of Yorkshire Forward money for a new “Air Academy”. Their support for this criminal organisation is likely to get much bigger – they want to put around £20 million into a new access road!

The stated aim of the summit was billed as a chance “for Yorkshire Forward to learn lessons from the floods” and it was attended by prominent climate criminals including John Hutton, Secretary of State for Business and Steven Timms, Minister for Competitiveness. The campers message was clear; these blinkered morons are badly missing the point – concentrating solely on emergency responses, rather than on the policy changes needed to prevent climate change, is already having devastating effects on Yorkshire!

The lessons from the Yorkshire flooding are clear – emissions from aviation must be included in the climate bill and tax breaks and public subsidies given to the criminal airport industry must cease.

The police, as usual, showed that they are enthusiastic supporters of climate crime, and there were three arrests – two for leafleting and one for breaking bail conditions that only apply to Heathrow! Maybe to a constable, all airports look the same?

legal update – The two people arrested for leafleting have yet to be charged, but have been released on bail. The police’s decision to arrest people for aggravated trespass when their only “crime” was quietly leafleting the participants of a meeting is clear evidence that they are happy to act as the political enforcers for the rich and powerful as they fly us all to oblivion in the name of profit. The person arrested for breaching bail conditions was released without charge when a plod with a brain was finally found and the actual conditions looked at rather than guessed at.

Despite loss of liberty, the action was well worth it, taking up much of the publicity for the event with the truth about climate change, rather than the planned establishment lies.

As the final act of political repression, the participants were told, on camera, by a police inspector, that if they ever crossed a particular roundabout again they would be arrested for aggravated trespass!

As you can see, Sleazyjet and Fryin’air gave BIA officials a run for their money, with over 12 interviews by local media throughout the day. Many people hooted their support including a DHL fuel tanker driver. A BIA airport bus driver even stopped his bus in the middle of the roundabout and gave us a bag of fruit. Then the hot air balloons of Bristol were rising as we rode back into town, excited about our Saturday send off from the fountains in the cenrtre of Bristol. HEAThrow here we come!

She has therefore deleted the majority of BAA’s application, substituting wording of her own, intended to allow lawful protest, [as enshrined by right in Articles 10 and 11 of the European Convention on Human Rights], although preventing unlawful disruption of airport operations, [as already covered by Heathrow’s by-laws].

The wording of her draft is being studied while the court adjourns for lunch. She is prepared to fine-tune the details, when the court resumes at 2 o’clock.

The High Court in London was the scenery of some funny encounters today as BAA put forward their case for an injunction they served individuals from certain anti-airport groups earlier last week. We’ll spare you all the boring details, so let’s jump to the exciting bits. Basically, the whole thing was badly put together from BAA’s side. Timothy Lawson Cruttenden (TLC) was representing BAA in this case, interestingly enough the same lawyers firm that tried to slap injunctions on protesters at Brighton’s weapons manufacturers EDO. This eventually failed miserably…

Anyhow, the start of the hearing was brought back to the afternoon and once in full swing, BAA put forward some evidence to give their injunction some substance. Their evidence were some articles from the Evening Standard and the Times newspapers and a chapter from the Eco Defence Handbook. Another bit of evidence was an article about last years Climate Camp in which it was said that local people had joined the protesters and mentiones were made about radical direct action tactics. Interestingly enough, the journalist who actually wrote that was in court today as well and said that some of the things in the article he had just ‘put in’ or made up. As one does…

Evidence like this is classed as ‘hearsay’ as it is no direct evidence and therefore pretty irrelevant in court.

It was unclear whether the injunction applied to the named people within the various organisations they served the papers to, or all members from those organisations. If it would apply to all members of the named organisations (over 5 million), it would probably be difficult to enforce but if it only applied to certain individuals, than the injunction wouldn’t have a lot of effect.

BAA was so unclear about this, the judge was said to be very confused and gave them until tomorrow morning to get things straight: who are you asking to be injuncted and for what reasons? The whole injunction business seems to be a total joke, poorly prepared and mainly used as a scare tactic. As things currently look, it won’t have any effect on the actual camp which is to take place from the 14th August. A spokesperson for the Camp For Climate Action was a lot clearer than BAA: ‘ This injunction is totally irrelevant to us. We won’t be intimidated or bullied. The camp is going ahead! ‘

2nd August –
BAA used most of the morning to put forward their case. It basically boiled down to a couple of things. Firstly, BAA thinks that possible disruption caused by protests may highten the risk of ‘Iraqi-style terrorism’ at the airport. One of the examples the BAA laywer Timothy Lawson-Cruttenden used was that protesters might blockade cars going to the airport which in turn could ‘exposing them to a terrorist strike’. He added: ‘of course we see that in Baghdad every day’. Right.

The defence lawyer spent the afternoon putting forward that there are already far reaching laws in place as well as a competent police force who will be able to take care of such events. An injunction would just confuse the situation, rather than add to it. The laywer for Transport for London and the London Underground, agreed, urging the court to throw out the injunction, calling it ‘neither necessary, desirable nor clear’.

Secondly, although BAA hinted yesterday that they might not seek an injunction for all members of organisations supporting the camp for climate action, it made it clear today that it is seeking to injunct the supporters besides the 4 named people on the injunction.

The judge, Mrs Justice Swift, said she will need the weekend to think things over, so a ruling can be expected on Monday morning. The hearing will continue today (Friday) in the morning, for a couple of hours.

Heathrow’s Injunction – What it means

Everything you needed to know but didn’t have a clue what to ask about Heathrow’s injunction against protesters. Designed for the lay person, it is essential reading for climate campers.

Heathrow’s Injunction – What it actually means.

To say that Heathrow Airport have shot themselves in the foot with their misguided attempt to impose an injunction against all anti-airports protestors, not just the Camp for Climate Action, is an understatement. There is an injunction, but it is toothless. The main aim of the injunction is to scare people off from coming to the camp and from taking action at Heathrow Airport so we want to explain what the injunction really means for Climate Campers.

THE TERMS OF THE INJUNCTION

Who the injunction applies to:
As well as a few named individuals, the injunction has been granted against a nebulous group of ‘protestors’, where protestor means the anti-aviation protest group Plane Stupid, its supporters and those acting “in concert” with Plane Stupid to disrupt the operation of Heathrow airport.

What it restricts:
a) trespassing on Heathrow Airport’s land;
b) any activity impeding, obstructing or interfering with the operation of Heathrow Airport;
c) inciting or helping others to do a) or b).

Nothing in the terms of the injunction order exceeds current police powers. Mrs Justice Swift has based her order on existing laws and bye-laws, and has not permitted the wide restrictions that Heathrow wanted.

SO WHAT DOES THIS MEAN FOR THE CLIMATE CAMP?
Nothing of substance. The Camp for Climate Action is not covered by the injunction. The Camp for Climate Action is separate from Plane Stupid. While it may be argued that there are links between individuals in Plane Stupid and the Camp, they are separate organisations. The Camp for Climate Action existed before Plane Stupid, and is a self-organising entity controlled by no other organisation.

ARE YOU COVERED?
The key phrase which determines whether you become a ‘protestor’ or not is whether you are acting ‘in concert’ with Plane Stupid and the three named individuals (collectively called the Defendants) to disrupt operations at Heathrow Airport. Being part of the Climate Camp does not automatically make you a ‘protestor’ within the terms of this injunction. You would need to do something else in addition which would link you with the defendants. Experience with other injunctions indicates that to be acting ‘in concert’ with the Defendants would require you to:
a) be a known activist with Plane Stupid;
b) do an action explicitly organised by the Defendants for the purpose of disrupting operations at Heathrow Airport;
c) use materials produced by the Defendants in an action which either trespasses on, obstructs or interferes with Heathrow.

So to be safe we recommend that you don’t bring any banners or leaflets or other materials with any reference to Plane Stupid on them to the camp or on actions.

The injunction comes to an end on 31st August. After that it disappears altogether unless Heathrow can successfully apply to extend it.

SERVICE OF THE INJUNCTION
To be covered by the injunction you have to be served first. If you are not served then you cannot be covered by its terms even if you fall under the definition of protestor.

To prove you have been served Heathrow has to demonstrate that you were either
a) personally handed a copy of the injunction, or
b) seen / photographed / videoed reading a copy of the injunction whether on a website or the ones that are likely to be posted up on their property (this is called service by substitution).

We will deal with what to do about personal service below, but service by substitution is very difficult to prove. The injunction requires Plane Stupid, HACAN and Airport Watch to post the injunction on their websites, and no doubt Heathrow will have it on theirs as well. However, they still have to prove that you went to those websites and explicitly viewed the terms of the injunction – something very difficult to do, if not downright impossible.

Heathrow will also display the injunction around its premises, in particular on the fences and posts of its perimeter. The purpose of this is to say that you must be aware of the terms if you were in the area. But it is an argument likely to fall flat unless they have evidence to show that you actually read the notices.

The court may decide that if you have been provided with the terms of the injunction by someone telling you (eg someone shouting it over a megaphone) then you have been served. However there are any number of problems with proving this in court (as has been show to be the case with the police using megaphones to inform assemblies of sec.14 orders).

PERSONAL SERVICE
It is very likely that, despite the hollowness of their victory that BAA will attempt to serve people personally with a copy of the injunction order. The standard tactic, probably with the support of the police, is to have specially appointed individuals called ‘process servers’ whose job is to go around handing out copies of the order to people they think are likely to be ‘protestors’, and at the same time photo / video / record the fact with a description of the person served.

To be served they must give you a copy of the order, but this can amount to tapping you on the body with it and dropping it at your feet, even as you are running off. It is likely that these process servers will turn up at various protests with copies to hand out. They are also likely to be outside the climate camp attempting to serve it on people coming in or out.

You are not required to stand still and simply wait to be served. As they are officers of the court you are not supposed to actively interfere with them serving people but there is no requirement for you to make their life easy for them. If someone dodgy looking comes towards you with a sheaf of paper don’t hang around and take it, or open your window to accept it. Don’t let them into the camp – they have no right to be there. In the past people have been very creative in protecting those that have not been served, for instance, forming spontaneous group hugs around them or simply standing in a line between them and the process server – process servers are not allowed to break the law to serve the injunction order.

If a process server is being aggressive, take action and make complaints – the are not allowed to assault people or act aggressively. Video their actions (though not faces of those being served) in case there are any subsequent court cases – you have a right to video both process servers and police alike, regardless of what they say.

And if you have been served with the injunction this does not mean you are automatically covered by it – you still have to fall into the definition of ‘protestor’ given above. Simply being a climate camper or involved in a climate camp protest does not mean that.

WHAT IS A BREACH OF THE INJUNCTION
If you are a ‘protestor’ within the meaning of the injunction and you trespass on Heathrow Airport Ltd’s land (there is a map attached to the injunction) then you are in breach of the injunction. You are also in breach if you blockade any road or other form of transport for people or vehicles reaching the airport, as this would amount to interfering with or obstructing the operation of the airport. What it does not stop is action against companies involved with the airport being targeted in their own right. It does not stop leafleting or other lawful protest activities from taking place in any place not covered under the trespass clause.

It is not a criminal offence to breach the injunction as it is a civil matter only. You cannot be arrested for breaching the injunction, even if the police say otherwise. Note, however, you can still be arrested for breaking the law and local bye-laws relating to trespass, etc.

Inciting people to trespass, or to impede / interfere with Heathrow’s operation will also be considered to be breaches of the injunction, but then, only if they can prove that you were served or had knowledge that it was breaching the injunction. Note, incitement can be an offence in its own right depending on what you are inciting others to do.

WHAT HAPPENS IF YOU BREACH THE INJUNCTION
The injunction does not give the police any powers of arrest for breach of the injunction (of course you may still be arrested if you are suspected of committing a criminal offence). To pursue you for breach of the injunction Heathrow must get the Court’s permission, which is decided at a ‘committal’ hearing. Heathrow will need to first get your name and address in order to serve you with court papers about the committal hearing. At that hearing they will have to prove that you had been served with the injunction, and that you did something that breached the terms of the injunction.

Technically a breach is contempt of court, and can carry a variety of penalties depending on the severity of the breach, these range from a conditional discharge, through fines and jail time. But jail time in particular is very unlikely except for persistent breaches. Taking you to court for breach of the injunction is an expensive and fairly pointless route for Heathrow, and something they are unlikely to do as by the time they get you to Court the camp will be over. Most other injunctions of this sort, such as the one at the climate camp at Drax last year have proved unenforceable and have been ignored by protesters without repercussions.

The publicity generated by these injunction proceedings has been a fantastic boost for the Climate Camp itself and the campaigns against Heathrow and aviation in general. You couldn’t pay for this sort of coverage. We hope that no one will be deterred from coming to the Climate Camp by the injunction – that would be a surrender of our right to freedom of protest and expression. We can all be at the Camp, sure in our right to be there.

FINAL NOTES ON THE PROTECTION FROM HARASSMENT ACT
The outcome of these injunction proceedings is a victory for protesters in the UK and has made a laughing stock of Heathrow’s owner BAA plc, as well as their lawyer Timothy Lawson-Cruttenden, the self-declared ‘market-leader’ in these types of injunctions. Mrs Justice Swift threw out BAA’s application for an injunction under the Protection from Harassment Act (PHA) forcing BAA to fall back on the more toothless common law option, so damaging greatly the ability of corporations to use the PHA to stifle legal protest.

For the last four years corporations have been using the PHA to attack legitimate protest. Originally designed to protect people from stalkers, the Government and companies who are the target of persistent protests have been relatively successful in attempting to declare otherwise lawful forms of protest such as marches and leafleting, the use of megaphones, drums, whistles etc as amounting to harassment and therefore have been able to obtain court orders restricting or banning protests outright. The misuse of this law has lead to a draconian infringement of the rights to protest and assemble. It has also allowed corporations to obtain court orders based on lower standards of proof than would be allowed in the criminal courts, yet the penalties for breaching the orders made are criminal in nature.

As a last point, we would like to distance ourselves from the negative comments by some fighting the injunction in referring to ‘animal rights nuts’. The animal rights movement has been at the front line fighting the draconian terms of injunctions under the Protection from Harassment Act for four years now. These injunctions have never been about stopping illegal activities, but about curbing the right to lawful protest. The outcome of these current injunction proceedings is another step in that same fight.

War on Terror = War on Civil Liberties

South Wales cops have asked the Home Office for invasive powers to stop & search people in Cardiff following terror attacks in London & Glasgow Airport. In a move which echoes politicians’ calls to extend internment without charge, the police here are using the terror attacks as an excuse to extend their powers & further strip away civil liberties. Section 44 of the Terrorism Act gives the plod unprecedented stop & search powers & has already been misused to hassle demonstrators & others.
Speaking at the beginning of July Divisional Commander for Cardiff, Chief Superintendent Josh Jones said: ‘Communities defeat terrorism & I ask anyone who is stopped by a police officer over the next few days to help us by engaging positively & passing on any information that they may have.’

However, Assistant Chief Constable Giles York also said: ‘We have seen several well intentioned calls to the police & I am very encouraged at the vigilance being shown by the public of South Wales , particularly as there is no specific threat to the area.’

Does anyone else see a bit of a contradiction here? They’ve asked for powers to stop & search people because of the threat of terrorism, while at the same time admitting there is no threat to people in Cardiff . This is opportunist nonsense. The cops are yet again using people’s very real fear of terrorism as an excuse to get more powers for themselves.

Know your rights

If you’re stopped & searched under Section 44 of the Terrorism Act 2000 you have specific & clear rights that cops will ignore unless you make it clear you know them. They may try & get you to give them your personal details, & they may attempt to photograph you – they are not allowed to do either. Here are some pointers provided by the civil rights group Liberty:
• The police can only give you a pat down, remove outer clothes (eg: jacket, hat) search your bags, & have you empty your pockets
• You do not have to give your name or address.
• You do not have to explain why you are there.
• You are not allowed to flee the search, but you are not required to be actively compliant. You are allowed to “go limp” as passive resistance during the search if you do not wish to comply.
• There is no permission to collect DNA data during the search.
• You do not have to comply with any attempt to photograph or record you (although you cannot wear a mask).
• Women can not be touched by male police during these searches.
• Make notes about the officers searching you – name, number, & police force.
• Note the time & the events preceding the search.
• Note the specific wording used by the police to explain their authority to search.
• Ask police for the reason that they are searching you. Specifically, are they searching for terrorists or are they simply trying to deter, delay, or inconvenience you?

Plod Spread Terror Fears

South Wales Police have been bleating to the press about the increased level of calls from frightened members of the public about so-called ‘suspicious’ behaviour. Instead of appealing for calm or just keeping their mouths shut, they’ve encouraged people to remain ‘vigilant’ against unknown or non-existent threats, & report every paranoid fantasy to the police.

Assistant Chief Constable Giles York said: ‘It is not only my officers making South Wales a hostile area for any terrorist activity, but also our communities. The public are our eyes & ears & we are grateful for the efforts they have taken to report anything which is slightly out of the ordinary.’
Exactly what are the best nuggets of ‘intelligence’ a frightened public have passed on to York & his team?

‘We have received calls from businesses who are reporting unusual purchases’, he said. ‘One supermarket in South Wales notified us of a group buying a large amount of digital cameras. In another call, the manager of a shopping centre notified us of a call he had received in which he was asked for maps of the centre.’

Digital cameras & maps of Cardiff ? Be afraid. Be very afraid.

York added: ‘Both of these calls turned out to have genuine explanations but I encourage anyone to get in contact with us if they have any concerns, no matter how trivial they may seem.’

Nobody is illegal

A Kebab-house was closed & 5 takeaway workers arrested when cops & immigration bureaucrats raided Cardiff’s ‘Chip Lane’ at the beginning of July.

One worker at Dorothy’s Fish Bar said: “There have been lots of police here, at least 20 officers. They sealed off Caroline Street at both ends & have been through all the takeaways looking for illegals. They checked all the staff’s passports & their status.”

It isn’t known what people were nicked for, they could have been so-called ‘illegal immigrants’ or asylum seekers awaiting Home Office approval to stay in the UK. Under current laws refugees are not allowed to work or earn money while their applications to stay are processed, having to live off tiny state handouts. If they work, they are forced into low-paying menial jobs, & if discovered they are arrested & deported.

Asylum seekers are often from countries where there has been military intervention by the West or regimes armed & supported by the UK. Nothing can justify the suffering that is imposed on innocent people like those arrested in Cardiff in the name of ‘immigration controls’. The rich will settle in whichever country makes them pay the least tax, but the poor are forced to risk their lives to try & make a better life for themselves. As Anarchists we believe in complete freedom of movement.

Picket lines

Royal mail staff in Wales took part in the 1st UK wide postal strike for 11 years on 29th June with another 24-hour strike beginning at 7pm on 12th July. Workers are angry at Royal Mails ‘modernisation’ plans, which will result in the loss of 40,000 jobs & cuts in wages & pensions. It will also mean higher stamp prices, less collections, later deliveries, cuts in weekend services & the closure of even more post offices.

A high school in Denbighshire, north Wales, was forced to close as teachers staged a one day strike. Industrial action came following a long running dispute over new pay arrangements introduced in 2006 & serious concerns with working practices at the school with many staff feeling “demoralised & undervalued”. Sound familiar? Ah the predictability of capitalist working relations.

Strike action at the troubled Grampian Food Group factory, Llangefni, Anglesey was cancelled at the last minute after workers accepted a 4% pay deal in a ballot on the 25th June. Workers were due to strike on 26th, 27th & 30th June because of disputes over pay, pensions & the growing casualisation of the workforce.

Health workers across the UK are still considering strike action over a pay rise deal well below the rate of inflation. Earlier this year health workers were offered a miserable 2.5% pay rise. This was cut even further when both the government & employers said that in Wales, England & Northern Ireland this would be staged – with a 1.5% increase given from April & the final 2.5% settlement paid from November. However, following workers complaints & union pressure the respective governmental bodies of Wales & Northern Ireland were forced to make u-turns & health workers in these countries will now receive their pay rise in full backdated from April. This does not yet apply to health workers in England. UNISON has conducted a ballot of its health worker members (460,000 across the UK) for potential industrial action scheduled to take place in September 2007. Watch this space!

Hospital workers at Ysbyti’r Tri Chwm, Ebbw Vale held a demonstration outside the hospital in protest against £120-a-year car parking charges for staff, which were introduced in April. A spokesperson for the Gwent NHS trust stated that charging for car parking was now standard practice at nearly all NHS hospitals in south Wales & that there was a need to maintain equity with staff in other hospital sites who already pay charges. But many workers feel that they are being charged for the privilege of going to work & that parking should be free for all staff, patients & visitors. Too right!

“Wales?” Same old tory Story

David Cameron’s “New” Tories have appointed an Eton-educated hereditary peer who knows “absolutely nothing” about Wales as Welsh Affairs spokesman. Lord Glentoran, who lives in Northern Ireland , said, “As far as the politics of Wales is concerned, as of 48 hours ago I knew absolutely nothing. I now know nothing, plus a bit. I know nothing about the politics but I know quite a lot about the geography.” he denied this was a problem as he had once stayed with a “literally working class family in Bristol“ when he was 16, before joining the Army. You couldn’t make it up!

NO PIPELINE!

On the morning of 19th June a huge number of police & bailiffs arrived at the anti-pipeline tree camp in Sennybridge, Brecon Beacons, to evict protesters from the trees.

The camp has successfully prevented the destruction of woodland in the Brecon Beacons National Park, on the route of the huge LNG pipleine, since January this year. Protesters were taken to court in early June & had been awaiting the eviction. Some people were locked on high up in the trees whilst others were underground in tunnels in order to delay National Grid’s multi-million pound destructive & dangerous project.The A40 road that ran past the camp was closed to traffic & police & bailiffs spent two days removing the activists. Many people headed down to give support but few made it onto site, most being kept in a police cordon outside with journalists.

In total 12 people were arrested, most receiving cautions or conditional discharge with a court fine. National Grid instantly began stripping away the land in order to prevent anyone occupying it again. Perhaps they forget that the route of the pipe is 200 miles long…plenty of room for more resistance!
The camp was successful in raising awareness of how the government & corporations are prioritising money over the future of our environment. Any claim they make to be taking climate change & environmental destruction seriously becomes a joke when they happily overrule objections so they can destroy supposedly ‘protected’ natural land to make way for yet more fossil fuels. Who watches the watchers?

Five security guards working in Welsh Assembly buildings, Cardiff were caught using CCTV cameras to look at nearby homes & hotels. While this has been going on for around two years, the voyeuristic security guards have received nothing more than a slap on the wrist. An assembly spokesperson claimed that these were “isolated” incidences, which were not thought to have infringed anyone’s privacy. We bet the people whose houses were spied on feel a whole lot better now!

Welfare for the Rich

Working class people in Wales are subsidising private industry not only through wage slavery (where the pay we take home is much less than the value of the work we do), but also in huge payouts to businesses funded by our taxes.

Tax is meant to be cash we lend the state so that they can pay it back to us in essential services, education, healthcare, & pensions. But politicians are giving millions to the rich so they can set up more businesses.

For 5 years the Welsh Assembly Government has given millions of taxpayers’ money to business in the form of Assembly Investment Grants (AIG) & Regional Selective Assistance (RSA). During the first 4 years of the scheme’s operations, over 1504 offers of AIG with a combined value of £45.8 million were made to businesses. In the 7 year period to March 2006 1173 offers of RSA with a combined value of a whopping £650 million were made to businesses undertaking capital investment projects in Wales.

These bribes for bosses are typical of the way in which governments operate. Sweeteners for the rich might look attractive to politicians, & might even boost the economy & create a few jobs in the short-term. But in the long-term the people of Wales lose out big-time: Once profits at these subsidised businesses start to fall they close down their factories, sack the workforce & move on to places where the labour is cheaper & new government subsidies are to be had.

Under “New” Labour the gap between rich & poor has widened massively. Payouts to the rich are a major cause of this inequality, the wealthy few can enjoy lives of comfort & extravagance while 3 million British children live in poverty.

COME CAMP WITH US!

Organising & struggling in our local communities is key to building strong social movements & bringing about lasting social change. But we also need to continue to come together in mass mobilisations. It is at convergence spaces like the ones at the recent anti-G8 protests (see Gagged! #17) that we get a glimpse of our collective power. They offer us the space to organise & come up with solutions to social & environmental problems without the need for leaders, where together we can create new worlds in the shell of the old. This summer there are at least two major protest camps in the UK – come camp with us: you know you want to!

CAMP FOR CLIMATE ACTION

On 14th-21st August, somewhere near Heathrow the 2nd Camp for Climate Action will take place, with 8 days of low-impact, sustainable living, learning, collective decision-making & direct action to highlight the problems of climate change & solutions to halt it.

Climate change is happening now. People are dying of starving now. Environmental refugees are moving now & according to the Red Cross already outnumber those displaced by armed conflict. The situation is only going to get worse – unless we act now! If we carry on with business as usual scientists predict a possible 6 degree rise in temperature. Last time the planet experienced this was 250 million years ago & 95% of all life was wiped off the face of the earth.

Our entire way of life is currently structured so that almost every aspect of our lives produces harmful carbon dioxide emission – travel, work, housing, food. In order to cut these emissions by the 90% that many scientists believe necessary, some very major changes need to occur. So where is this change going to come from? We believe that far from offering any solutions to our current ecological crisis governments are part of the problem. Neither can we expect corporations or the market to offer any real solutions. Although we all need to make changes in the ways we live, it’s not enough just to switch brands. We need to challenge the logic of capitalism, which got us into this mess in the first place. Capitalism is based on a very simple principle – perpetual economic growth. This leads to the constant over production of goods & services that we just don’t need, the consumption of the world’s finite resources & ever growing amounts of waste that our ecosystem just can’t deal with. Expecting corporations to sort this out is absurd. They are designed for one thing & that is the maximisation of profit.

The aviation industry is a major contributor to climate change. The main reason why the camp will be at Heathrow this year is to highlight the massive contradiction of the government claiming to be working to reduce emissions while setting the conditions for huge growth in flying, through airport expansion & subsidies on air fuel, which has stimulated a massive increasing in cheap flights.
Last year’s camp was a huge success (see Gagged! #13). Activists from south Wales joined over 600 people to take direct action against Drax powerstation, the UK’s largest carbon dioxide emitter & explored, debated & discussed grass roots alternatives to the current system. No Border Camp 2007

On 19th-24th September will be the UK’s first “No Border Camp”, continuing the tradition of No Border protest camps across the world since the late 1990s. The government has recently announced its plans to build a new detention centre near Gatwick airport. This will be another in a long list of such places around the world. Places where people are locked up indefinitely & without trial, & from where they can be forcibly deported. Such detention prisons are an integral part of a systematic, racist, & barbarous policy of suffering. Together we can stop this one being built!

The camp will be an experiment in self-organisation. A chance to work together to stop the building of a new detention centre & gather ideas for how to build up the fight against migration controls. It will be an important opportunity to challenge & overcome the artificial borders of class, race, sex, sexuality, & nationality which divide us from each other, & act in solidarity with one another for a world without borders.

‘Freedom of movement’ is such a scary prospect for the wealthy few because migration undermines a central dimension of contemporary global capitalism – that people living in different parts of the world can be paid different wages. Borders, migration controls, notions of citizenship & the ‘rights’ that these entail are all integral mechanisms through which this unequal, exploitative world system is maintained. Cop Wankers Part II
Last month Gagged! reported how PC Richard Bowen got away with an 18 month suspended sentence & avoided jail after masturbating in front of an arrested woman in the back of a panda car. He was ordered to do 100 hours community service as a painter & decorator on the estate where he grew up. Let’s hope he doesn’t run out of wallpaper paste. This month we can reveal that yet another UK rozzer, Essex Police’s Martin Chapman, has been suspended for the same thing. It must be something about the uniform. There is a silver-lining though: a few more like this & they might all go blind.

Gwent Cops on Tax Payer-Funded fun
Members of the Gwent Police were living it up at our expense at major events this summer. Cops were sent on free trips to Glastonbury & Wimbledon, allegedly to get hints & tips on how to police major events ahead of the Ryder Cup, to be held in Newport in 2010. Superintendent Nigel Russell denied any suggestions cops had been on a junket to Europe’s biggest music festival, claiming they did not see any bands. “You won’t catch the cops in the moshpit,” he said, trying desperately not to sound like a cock.

Police Numbers Fall
Overpaid work-shy plod are retiring in their droves & not enough new ones are taking their place, according to new figures. For the first time in ages more police are leaving Welsh forces than are being recruited, because of a rise in retirement & resignation rates. The number of cops resigning from the four Welsh forces has more than doubled since 2002, while retirements have also shot up, from 110 in 2002 to 269 last year.

Cop Cars Trashed at Gypsy Camp
Two South Wales Police vehicles had their windows smashed in a disturbance at an official traveller’s camp. A Gypsy Council spokesman told the press he didn’t know anything about the incident, but added: “I’m surprised the police left their cars unattended. It doesn’t matter where they go on housing estates anywhere in the country, they shouldn’t leave them unattended. I don’t know any police force that would leave their cars.”

Welsh Plod Ignored Male Rape Victim
Police have apologised to a rape victim after their handling of his case was criticised by the Independent Police Complaints Commission. Geoffrey Cole, from Neath, was sexually assaulted in October 2005. When he reported the crime, police officers didn’t take him seriously, & failed to make adequate efforts to examine the crime scene for evidence. Mr Cole’s attacker has never been caught.

NATO Defeated by EarthFirst! in the Netherlands

For two years GroenFront! – Dutch & Belgian EarthFirst! – have been fighting with the local community in Schinveld, in the southeast of the country, to preserve a forest that would be destroyed for the sake of the NATO airforce base across the German border. A direct action camp was evicted in January, and 15 acres were destroyed, but 35 acres saved. GroenFront! was preparing to reoccupy the woods awating the final outcome of a legal battle between the local council and national government, but now to great surprise, the protestors have been vindicated and the forests are definitely saved from NATO’s bloody claws. On July 18th the Dutch highest administrative court ruled that the logging of Schiveld forest is illegal. This means the ministry of defence cannot continue the logging of the forest as requested by NATO, it also means the logging of the first six hectares in January 2006 was illegal. The forest would need to be destroyed to allow AWACS radar planes to lift off with more fuel in order to fly directly to Afghanistan and Iraq.

For almost 30 years local protestors in Schinveld have fought against NATO, first to stop the reopening of the base, then to reduce the nuisance caused by the outdated AWACS radar planes, and, since the eviction of the action camp and the logging in 2006, radicalised by GroenFront!’s forest camp, to close down the base.

When NATO wanted 20 hectares of the forest cut and it looked as if the local council would be overruled by the ministries of defence (owner of the forest) and infrastructure, they contacted GroenFront! and started a campaign where Schinveld was highlighted in the New York Times.

GroenFront! and the local community protest group Stop Awacs started a series of smaller actions. After thethe spring of 2005, the number of actions increased when the minister of infrastructure gave out a logging permit on August 3rd 2005, after a Nimby-legislation procedure (not in my back yard).
The local council and Stop Awacs tried to stop the logging until the final ruling (the one that came today) would have been made, but the court decided against that on the 2nd of December 2005. On Sunday December 4th 2005, GroenFront! occupied the forest and started an intensive international campaign.

The camp was evicted on January 9th 2006, the afternoon before about 2000 locals walked their demo in support of the activist into the forest, in spite of a restriction order, and cheered at the international group of more than 100 activist occupying the trees at that moment. Before the police could start evicting the trees, they had to remove several hundred locals who stayed in the woods after the demonstration, trying to avoid police blockades and committing other forms of civil disobedience as the mayor used emergency legislation against his own people.

West London residents halt traffic outside DfT Headquarters

West London residents protesting about plans to expand Heathrow dramatically stopped traffic this morning outside the Department for Transport (DfT) offices in Central London before attempting an invasion of the building.

West London residents protesting about plans to expand Heathrow dramatically stopped traffic this morning outside the Department for Transport (DfT) offices in Central London before attempting an invasion of the building.

The protestors carried a bed along Marsham Street from the flat of BAA Chief Executive Stephen Nelson (1) to the Department for Transport. In the bed were two figures symbolising the close relationship between BAA and the DfT under the slogan “DfT in bed with BAA”.

As they crossed Marsham Street a dozen residents halted the traffic when they painted a runway on the road. The residents, assisted by the direct action network Plane Stupid, then left the bed outside the DfT offices.

The action follows the revelation last week that the Department for Transport had secretly passed key information supporting expansion of Heathrow to BAA six months before it is due to be published (2).

Earlier in the year, on March 5th, West London residents invaded Chatham House and disrupted a speech by Transport Secretary Douglas Alexander.

Long-time West London resident Dr John Hunt and member of the Green Party said, “This action is to expose the unhealthily close relationship there is between BAA Ferrovial and the Department for Transport. While BAA and the Department plot and plan the expansion of Heathrow, residents and local authorities are left in the dark”.

Maggie Thorburn, a long-time West London resident, said, “Although I live under the flight path and am affected by the noise of the planes, I took part in today’s action not just because of the increased noise levels I would experience if expansion went ahead, but also because I firmly believe that any further expansion at Heathrow should be ruled out on climate change grounds.”

(1). BAA owns a flat for its Chief Executive (Flat 905, St Johns, Marsham St) about 60 yards from the Department for Transport headquarters at 76 Marsham St.

Earlier this month (6th June) the Times www.timesonline.co.uk/tol/news/politics/article1890224.ece revealed that “The Department for Transport has secretly passed key information supporting the expansion to the Spanish-owned company six months before it is due to be published in a consultation document. The department has also allowed senior BAA officials to influence a series of tests designed to show whether the third runway would breach limits on air pollution and noise. The Times has learnt that BAA has a team of 34 people working with civil servants, influencing the tests so that they find in favour of building the new runway. The department has given BAA a full copy of the preliminary results but is refusing to allow any opponents of the expansion to see them. Mike Forster, BAA’s head of strategy for Heathrow, admitted at a recent conference that he had seen the results and that they were “encouraging”.” The full report is not expected to be made publicly available until just before a consultation into plans to expand Heathrow, expected in the autumn.
