Today at 16:00 a peace­ful demon­stra­tion was held at the Shell Garage on Hoyle Street, Netherthor­pe in Sheffield. This demon­stra­tion was an act of sol­i­dar­i­ty with the peo­ple of Ross­port, Coun­ty Mayo, Ire­land and the cam­paign Shell­toSea, who are oppos­ing Shells plans to build a poten­tial­ly lethal high pres­sure gas pipe line and refin­ery in a marine spe­cial area of con­ser­va­tion.

The local peo­ple of Ross­port are suf­fer­ing bul­ly­ing and intim­i­da­tion tac­tics from both Shell and the Irish Gov­ern­ment.

and “Leave it as it is” writ­ten in Gael­ic, was hung from the garage roof by pirates bear­ing the Irish Tri­colour.

Fliers explain­ing the rea­sons for the action and the dan­gers of Shells pro­posed pipeline were dis­trib­uted to Shells cus­tomers with a request to boy­cott Shell.

Boy­cott Shell

Shell,Statoil and Marathon, sup­port­ed by the Irish gov­ern­ment, wants to build a dan­ger­ous, exper­i­men­tal raw gas pipeline and refin­ery in north­west Ire­land. But they are being stopped…

* Health and safe­ty

The pipeline, at 5 times the usu­al pres­sure, would be built over unsta­ble bog­land, with a his­to­ry of land­slides and in very close prox­im­i­ty to peo­ple’s homes/ It would be 70m from the near­est home, 30m from a pub­lic house and 3 fam­i­lies would have to cross the pipeline every day to leave their hous­es. A recent inde­pen­dent safe­ty analy­sis by US based pipeline con­sul­tants found: “The Cor­rib pipeline is not a ‘nor­mal’ pipeline, giv­en its poten­tial to oper­ate under exot­i­cal­ly high pres­sures adn because of unknown gas com­po­si­tions asso­ci­at­ed with gas field pro­duc­tion. This can seri­ous­ly increase the like­li­hood of pipeline fail­ure.” The safe­ty analy­sis said: “pipeline rout­ing should be at least 200m away from dwellings and 400m away from unshel­terd indi­vid­u­als to avoid mas­sive casu­al­ties and/or mul­ti­ple fatal­i­ties.”

* Envi­ron­ment

The refin­ery will have nine chim­neys up to 140ft high releas­ing car­bon diox­ide and methane. 16 hous­es are with­in a 2km radius of the plant. Air and water emis­sions from the refin­ery would pol­lute the local envi­ron­ment. The emis­sions from the pro­posed refin­ery at Ballinboy will pol­lute Car­row­more Lake which
sup­plies the region with water. Broad­haven bay is where Shell plans to pump the waste from the refin­ery: includ­ing lead, nick­el, mag­ne­sium, phos­pho­rus, chromi­um, arsenic, and mer­cury. This bay pro­vides livli­hoods for local com­mu­ni­ties through fish­ing. Shell claim there is “no evi­dence that Broad­haven Bay is of par­tic­u­lar impor­tance to whales and dol­phins”, con­trary to the find­ings of a UCC study(commissioned by Shell). The UCC research team record­ed over 220 sight­ings of sev­en whale and dol­phin species, plus sight­ings of two seal species in Broad­haven Bay and north-west Mayo waters.

* The great gas give­away

The Irish gov­ern­ment has helped Shell in this project. In 1975 for oil and gas exploita­tion in Ire­land the terms were between 8% to 16% pro­duc­tion roy­al­ties to the gov­ern­ment and a 50% tax rate. In addi­tion there would be an up to 50% gov­er­ment par­tic­i­pa­tion in the exploita­tion of any find, as the estab­lish­ment of a gov­ern­ment ener­gy com­pa­ny was planned. More­over gas was sold to gov­ern­ment com­pa­nies at reduced bulk dis­count. Suc­ces­sive gov­ern­ments between 1985 and 1992 whit­tled this away to a sit­u­a­tion where there are no roy­al­ties, no gov­ern­ment par­tic­i­pa­tion, and a 25% tax rate. Fur­ther­more there is a 100% tax write-off mean­ing multi­na­tion­als can count their pro­duc­tion, devel­op­ment and explo­ration costs as ‘tax’ and hence pay less tax, or even con­ceiv­ably no tax. Laws were changed to allow Shell to use pri­vate land through a Com­pul­so­ry Aqui­si­tion Order. Gov­ern­ment owned forestry was sold to Shell for the refin­ery site.

Essen­tial­ly this is a great gas give­away, while under­fund­ed pub­lic ser­vices go down the tube. The pri­vati­sa­tion of nat­ur­al resources is no aber­ra­tion, when the same is planned for An Post, Dublin Bus, and Irish Rail, with inevitable impact on jobs and ser­vices; indeed the down­grad­ing of the pub­lic health ser­vice is to the advan­tage of the pri­vate sec­tor. Big busi­ness enjoys very low tax rates and the super-rich ben­e­fit from tax eva­sion amnesties, while more than 85% of income tax is paid for by PAYE work­ers.

The focus is on prac­ti­cal skills, but there will also be many of the reg­u­lar diverse and inter­est­ing work­shops.

The idea is to have mul­ti­ple work­shop ses­sions, e.g. four two-hour slots spread over four days build­ing up skills in a par­tic­u­lar area, so peo­ple can learn the basic skills to actu­al­ly do the job at oth­er mobil­i­sa­tions, events like the cli­mate camp — or wher­ev­er. For exam­ple plumb­ing, elec­tri­cal skills, medics…and what­ev­er else peo­ple want to do… It’s not just about the prac­ti­cal skills but also about get­ting to know each oth­er and start­ing to work togeth­er.

With over one hun­dred work­shops on a wide range of top­ics, the 10 day camp was a space of col­lec­tive learn­ing, sus­tain­able liv­ing and tak­ing direct action on the root caus­es of cli­mate change. The gath­er­ing that showed prac­ti­cal low ener­gy solu­tions in action, cul­mi­nat­ed in a day of protest and mass direct action in an attempt to shut down Drax.

After a long polit­i­cal and legal bat­tle the basis-demo­c­ra­t­ic, alter­na­tive polit­i­cal and cul­tur­al cen­tre ‘Ung­domshuset’ was force­ful­ly evict­ed by riot police and air­borne anti-ter­ror squads this morn­ing. Ensu­ing demon­stra­tions have seen large-scale con­fronta­tions between pro­tes­tors and heavy-hand­ed police, here is the full sto­ry from Copen­hagen.

After seri­ous social con­flicts and upris­ings by the auton­o­mist and squat­ting move­ments in the late 1970s and ear­ly 1980s, the sub­se­quent ‘Ung­domshuset’ was offered as part of a polit­i­cal com­pro­mise to the activists. The main­ly young activists dubbed it ‘Ung­domshuset’ (‘The Youth House’), and start­ed run­ning var­i­ous cul­tur­al and polit­i­cal activ­i­ties out of there. It has for many years served as one of the only mul­ti­cul­tur­al, basis-demo­c­ra­t­ic collectives/community cen­tres in Copen­hagen, with the excep­tion of the Free­town Chris­tia­nia. Prop­er­ty rights remained in the hands of the local coun­cil, which in 1999 decid­ed to dis­re­gard the pre­vi­ous polit­i­cal com­pro­mise and sell the house to the high­est bid­der.

In 2003 the fun­da­men­tal­ist Chris­t­ian sect ‘Fader­huset’, which had bought the prop­er­ty in 2001 prompt­ed the author­i­ties to evict the ‘Ung­domshuset’ and its users. Despite many demon­stra­tions in sup­port of ‘Ung­domshuset’ Fader­huset won the ensu­ing court­case and the politi­cians avoid­ed seri­ous involve­ment in the con­flict, despite the polit­i­cal nature of the case. Many domes­tic demon­stra­tions saw alleged police bru­tal­i­ty and in Decem­ber an ‘Ung­domshuset’ demon­stra­tion turned into a major con­fronta­tion between activists from all over Europe and the police. Sub­se­quent­ly the ‘Ung­domshuset’ was for­ti­fied in order to avoid an evic­tion and return the issue to the polit­i­cal are­na.

This morn­ing at 7:00 AM the anti-ter­ror squad land­ed on the roof of the ‘Ung­domshuset’ via heli­copters, while riot-police sealed off the street and attacked using tear­gas from below. As the whole area is closed off no doc­u­men­ta­tion of the action and police-behav­iour can take place. Some wit­ness­es say that tear­gas and police vio­lence was plen­ti­ful, although the evic­tion hap­pened swift­ly and accord­ing to police in a ‘rel­a­tive­ly calm man­ner’.

Lat­er in the day activists from all over Copen­hagen rushed to protest the evic­tion of ‘Ung­domshuset’, they were met by aggres­sive police­men in riot gear block­ing the street arrest­ing sus­pect­ed trou­ble­mak­ers with many result­ing injuries. The demon­stra­tors fought back and tried to reclaim the ‘Ung­domshuset’, but were repelled and activists took to the near­by streets and start­ed build­ing bar­ri­cades, while engag­ing police in skir­mish­es.

The neigh­bour­hoods has been entire­ly shut down by local res­i­dents and activists: actions and demon­stra­tions have tak­en place all over Copen­hagen with more planned for the fol­low­ing days and weeks. While sym­pa­this­ers from all over Europe have been rush­ing in, although police are attempt­ing to detain sus­pect­ed activists at the bor­ders. Fur­ther­more sol­i­dar­i­ty demon­stra­tions are under way in Ger­many, Nor­way and Swe­den.

The house has func­tioned as a polit­i­cal and cul­tur­al cen­tre, home to polit­i­cal demon­stra­tions, polit­i­cal debates, con­certs and many more cul­tur­al events since 1982. It has served as a basis-demo­c­ra­t­ic remain­der that ‘anoth­er world is pos­si­ble’ until this morn­ing… The actions of sol­i­dar­i­ty tak­ing place all over Europe, as well as Rus­sia and Aus­tralia are great­ly appre­ci­at­ed. Please join in and sup­port the strug­gle for autonomous com­mons and the resis­tance against the neolib­er­al repres­sion. A ‘Save the Rospu­da Val­ley’ demon­stra­tion will take place on Fri­day, 9th March 2007 at 16.30, out­side the Pol­ish Embassy, 47 Port­land Place, Lon­don.

Swampys in all qual­i­ties and quan­ti­ties are need­ed in Poland to stop, or slow down the inwest­ment, and to cre­ate the much need­ed media cov­er­age of this prob­lem. As by now, no one of the nation­al media report­ing on the prob­lem have not arrived to the core of the prob­lem, that is the manip­u­la­tions of the author­i­ties with the choice of the vari­ants and manip­u­lat­ed trans­port invest­ment appraisal process. The gov­ern­ment-owned TVP (kind of Pol­ish BBC, alas ultra­catholic and neona­tion­al­is­tic) is so biased when report­ing on the issue, that it des­pereat­ed­ly tries to show ecol­o­gists as men­tal­ly ill peo­ple that pos­sess even no capa­bil­i­ty to speak in their own name.

The ear­ly morn­ing pick­et saw peo­ple gath­er­ing again out­side the main gates of the con­struc­tion site again, this time at 7.30am.

The Gar­da were out in ear­ly, two vans, sev­er­al patrol cars and an unmarked blue car full of grin­ning senior offi­cers, who drove up and down the road all morn­ing.

30 to 40 pro­tes­tors pick­et­ed the trucks, cars and bus­es bring­ing in the work­ers. But the Shell con­tract­ed work­force was now minus five, accord­ing to local peo­ple. Five more work­ers quit after the Fri­day morn­ing protest.

The pick­et last­ed sev­er­al hours, includ­ing a tea-break at the Shell-to-Sea infor­ma­tion hut. Then the “musi­cians” decid­ed to give the work­ers a lit­tle scare, and send the mes­sage the protest to this pipeline and gas ter­mi­nal was not going away. They ran to the front gate and fence and used sticks to ham­mer out as much noise as they could muster until the only remain­ing police van drove up out front. The musi­cal pro­tes­tors retreat­ed back to the infor­ma­tion cen­tre and then took up perch oppo­site the main entrance again and ham­mered out beats on drums and bar­rels.

For now, there seems no real retal­i­a­tion from the Gar­da. There was a lit­tle point­less shov­ing of sev­er­al of the known local mem­bers, but it amount­ed to noth­ing.

I do not know if You are aware that Poland is build­ing a road through a part of Europe’s last primeval for­est- the Rospu­da Val­ley Bypass.

The invest­ment is con­tra­dic­to­ry to EU reg­u­la­tions on prepa­ra­tion of trans­port invest­ments, how­ev­er, the Com­mi­sion has not informed yet about the results of the inquiry, nor threat­ened the Pol­ish gov­ern­ment with penal­ties high enough to deter it from run­ning the most con­tro­ver­sial trans­port invest­ment in Europe with­out hav­ing the deci­sion process inspect­ed by the EU.

Con­cern­ing thae whole deci­sion process that took place, nev­er in my life have I seen less demo­c­ra­t­ic pro­ce­dure. There was not a cor­rect trans­port invest­ment appraisal pro­ce­dure, nor any demo­c­ra­t­ic dis­pute or pub­lic inquiry. It was all done as in a total­i­tar­i­an state.

There were two vari­ants that were sav­ing the val­ley: one- the Chodor­ki vari­ant, and sec­ond one- the Augustów East­ern Bypass vari­ant. Both were left out of trans­port appraisal pro­ce­dure due to no clear rea­son except for wish to manip­u­late with the results to sup­port one par­tic­u­lar vari­ant that was destroy­ing the nature but was sav­ing the paper­work need­ed to buy out the plots of land from local peasants.There is no oth­er argu­ment in choice of this par­tic­u­lar cor­ri­dor than the sav­ings in paper­work!

Here­with I accuse Pol­ish gov­ern­ment of will­full manip­u­la­tion with the data in order to pro­tect incom­pe­tence of the peo­ple who pre­pared this invest­ment. In my opin­ion the for­mal doc­u­ments were pre­pared after the deci­sion has been tak­en, and their goal was not to find the best bypass vari­ant, but to jus­ti­fy exact­ly this option by strate­gic manip­u­lat­ing with the choice of vari­ants analysed.

I would like to inform You that now it is expect­ed that with­in no more than a week the trees will be chopped off. I think that You should act prompt­ly enough, if You want to save the val­ley.
